Can A Student Loan Company Prevent Discharge Of A Guarantor Based On The Year In Which The Loan Was Made?

I had to get a guarantor for my student loan because I was not a US citizen when I came for graduate school in 1999. I am now a permanent resident, my loan is in good standing, and I no longer need a guarantor. But they won’t let me discharge my guarantor because the loan was taken in 1999. They say that only loans taken in 2000 and after can have the guarantor discharged. Is that possible? It is so arbitrary.

    Consolidate the loan. Then it is a brand new loan. No more worries.
